Do I need Energy when sending USDT from a wallet to an exchange?
It depends on the sender. If your personal TRON wallet sends TRC20 USDT, the sender wallet needs Energy or burns TRX. The exchange deposit address is only the receiver and cannot pay resource cost for your wallet.
